New program to help communities prepare for heavy rain and flooding

New support for communities to get their stormwater systems prepared for heavy rain and flooding.

The province says applications are now open for the one-time Stormwater Transformation Optimization and Resilience for Municipalities (STORM) program.

It provides $1.9 million to help municipalities improve planning and understand flood risks.

Minister of Municipal Affairs John A. MacDonald says, “municipalities are facing increasing challenges with flooding and growing communities, and they need strong information and practical tools to plan for the future.”

These types of projects are eligible:

  • technical data collection such as hydrological modelling, mapping, hazard identification
  • planning and feasibility studies
  • asset management initiatives, such as compiling a comprehensive inventory of stormwater infrastructure – which could include culverts, storm sewers, detention ponds and outfalls – assessing their condition and identifying maintenance and replacement priorities
  • updates to bylaws, design standards and stormwater governance models.

Individual applications can receive up to 50 per cent of eligible costs and join applications, up to 75 per cent.

Areas of Cape Breton received more than 200 mm worth of rain September 4 and 5, causing widespread flooding and major damage.

The deadline to apply is November 12.
